West Virginia Attorney Urges Lawmakers to Keep Budget Cuts to Veterans’ Programs Minimal

West Virginia Veterans’ disability benefits attorney Jan Dils said today that she is hopeful that impending budget cuts for the Department of Veterans Affairs will follow historical trends by being relatively minor ones.

According to recent reports in the Army Times, the VA will likely face cuts as Congress looks for ways to trim federal spending by $ 1.2 trillion over the next 10 years. The deficit reduction committee has until Nov. 18 to decide how to divide the cuts among government agencies and programs. It must produce a formal legislative report to Congress by Nov. 23.

“In tough economic times, it’s inevitable that major government agencies will be forced to cut back spending,” said Dils, whose law firm handles Veterans’ disability claims in West Virginia and North Carolina. “My hope is that the VA will be spared from the worst of the cuts so that our Veterans returning home from Iraq and Afghanistan can get the benefits they deserve.”

Earlier this month, the Congressional Research Service, a nonpartisan arm of Congress, provided a report to the Senate Veterans’ Affairs committee detailing the types of Veterans’ programs that have been subject to budget cuts in prior years. Examples included:


    Limiting disability compensation for Veterans incarcerated for felonies;
    Modest increases in co-payments for Veterans receiving treatment and prescription medications for non-service related health conditions;
    Making Veterans wait until the first day of the following month after approval of benefits claims for payments to begin;
    Raising fees for using the Veterans’ home loan guarantee program; and,
    Verifying income through the Internal Revenue Service for Veterans or survivors receiving pensions for low-income people.

The report made no recommendations about where or how new cost-cutting measures should be applied within the Veterans programs.

“But if the budgets must be slashed, at least lawmakers now have a list of some of the areas that could be the least damaging to Veterans’ services overall,” Dils said.

“Our attorneys and claims representatives see how vitally important the disability and other Veterans’ disability benefits programs are to our disabled clients each day,” the West Virginia lawyer continued. “It’s crucial for our country to thank these Veterans for their sacrifices by making sure that their needs are accommodated, even when the federal wallet is thin.”

Disabled Veterans and their families can access a wide variety of monetary and disability benefits from the VA, such as pensions, burial and cemetery services, vocational and small business services, medical and dental care, nursing home services, mental health and substance abuse treatment, education benefits and other Veterans benefits and services through state Veterans’ Affairs agencies.

“All of these are programs that can dramatically affect the quality of a disabled Veteran’s life,” Dils said. “But beyond that, the Veterans’ programs also improve the lives of a Veteran’s family or, in tragic circumstances, the people who survive those Veterans after they lose their lives in battle.

“It’s important to seek qualified legal assistance in order to ensure a Veteran receives the full amount of those benefits and avoids common roadblocks that are encountered in the claims process.”

The new NLN Ambassador Program, beginning this fall, will engage NLN members in efforts to keep faculty and educational leaders in all schools of nursing informed about the National League for Nursing’s initiatives, grant opportunities, member involvement activities, and member benefits. And we want all nurse faculty and all schools of nursing to know what the NLN has to offer.”

The inaugural group will serve through 2008. It comprises 126 members teaching in all types of nursing programs — practical nurse, associate degree, diploma, baccalaureate, master’s and doctoral — and representing schools of nursing in 36 states.

NLN ambassadors will help ensure that their faculty colleagues receive all communications from the NLN, and encourage them to: participate in NLN professional development programs, apply for research grants, and submit abstracts for the annual Education Summit and manuscripts to the NLN’s peer-reviewed Nursing Education Perspectives, volunteer for task groups and special committees, run for elected positions, nominate colleagues for awards, and complete research surveys. Ambassadors will answer questions about the NLN and refer their colleagues to the appropriate NLN staff person when necessary.

Ambassadors will continue to be appointed to meet the goal of one NLN ambassador in every school of nursing. Concludes Dr. Corcoran, “We are confident that the insights we gain will help guide the work of the National League for Nursing.”

Today’s college textbooks are undoubtedly unaffordable for many categories of students who study in superior educational establishments throughout the United States. The overall prices of curriculum-required, extensively used college textbooks are rising continuously, determining increasingly larger numbers of students to stop attending to classes and even turn away from college and university for good. According to statistics, college textbook prices haven’t ceased to rise since 1986, the costs of such products tripling over the last two decades. Recent estimates also indicate that students at four-year schools spent around 0 for their required textbooks and other similar study materials over the period of the 2003-2004 school year. Due to the exaggerated costs of college textbooks, more than 60 percent of students in the United States can’t afford to buy all the course materials they need, and thus fail to pass their exams and even fail to graduate from school.

Although they haven’t paid the right attention to the phenomenon in the past, government representatives and faculty chairmen have recently initiated various projects that focus entirely on reducing the prices of college books. Hoping to put an end to the pronounced crisis behind college textbooks, state legislators are also currently developing new sets of specific laws that aim to bring down the prices of study materials. This year, more than 40 bills and resolutions will be gradually introduced in around 15 states. According to the National Association of College Stores, other states have also promised to take proper action in order to make textbooks affordable to all categories of students.

States are following various approaches in their effort to cut down the prices of college textbooks, developing different solutions according to their available resources. For instance, the states of New Jersey and Illinois have initiated multiple rental programs, while the states of New York and Maryland are focusing on exempting the prices of college textbooks from the local sales tax. In addition, the government has decreed that all state faculties respect a series of norms and regulations. Thus, the state of Virginia doesn’t allow college and university faculties to accept publisher interests, the state of Washington imposes school faculty chairmen to only use low-price study materials, and the state of Connecticut imposes that college textbooks publishers disclose the prices of such materials to faculties.

While these initiatives have been successfully embraced in some American states, certain faculty chairmen find the solutions provided by the government inefficient and offensive, stating that the laws should primarily target textbook publishers, not faculties. However, due to the existing set of interstate commerce laws, legislators can’t directly sanction publishers and try to solve the costs problem by requiring faculties to respect certain specific rules instead. Furthermore, government representatives have stated that the recently proposed programs and initiatives are only temporary, as it is very difficult to find a permanent solution for the problem of high college textbook prices in present. Perhaps the following months will bring better prospects in taking care of these issues once and for all.
